for joining us at noon. i'm andrea roane. the obama administration is reporting a dramatic improvement in the healthcare website. as tara mergener reports, there are still plenty of challenges ahead. >> reporter: the frantic work to fix the government's healthcare website is starting to pay off. president obama's technology troubleshooters say healthcare.gov can now handle 50,000 users at that time a time, or up to 800,000 each day. advisor jeffrey zion said the site now works most of the time for most users. >> we executed hundreds of software fixes, and hardware upgrades. and the site is now stable and operating at its intended capacity, with greatly improved performance. >> reporter: the department of health and human services said system failures have fallen from 6% in october to less than 1%. and responses have declined from 8 minutes to less than one. the obama administration had promised the fixes by this past weekend. congress is watching closely, because the success or failure of healthcare reform is expected to be a critical factor in next year's midterm elections. already th

obama's administration says healthcare.gov is working properly 90% of the time. the website appears to have met the self-imposed deadline of december 1st to be up and running 80% of the time. meanwhile, nbc news confirms 100,000 americans successfully selected insurance plans in november. it's a huge increase from the 27,000 able to do so in october. the question now is whether the fixes will be enough to repair some of the heavy political damage caused by the disastrous launch. steve handelsman is live on capitol hill with the latest on that. the glitches were causing democrats to consider breaking ranks on the affordable care act. is everyone back in line now? >> reporter: i don't think they are. the glitches remain. glitch is the term the obama care people would love everybody to use. it kind of implies that these are small, fixable problems when, in fact, serious systemic problems remain. that 100,000 number, give or take 10% or 15% each way that signed up to the moment on the federal obama care exchange is more than doubled by the state exchanges. there's a relative handful of

. on the one hand, president obama ordered the military to fly b-52 bombers, they were arty planning -- already planning to go through there, but he went through with it to signify that they do not recognize it. it is a problem that unlike , japan and the republic of south korea, the obama administration has had a different position in terms of civilian airliners going over that. the problem with the air defense zone that china has asserted is it goes far beyond the normal practice. normally when a civilian airliner goes over in the air defense identification zone, they'll have to collaborate with , in this case, china, if they are in the sovereign territory. if you are landing, china says you have to come through. i personally agree with japan and the republic of korea that china needs to roll back the air defense identification zone over the east china sea. host: how would you grade or rate secretary kerry on how he is administering it? guest: a couple of caveats -- i'm always uncomfortable with grades. they can be kind of flippant. any tech -- any secretary of state, republican and democrat,
